Carroll takes top honors - Survey finds rural county had lowest crime rate in nation in 2006

CARROLLTON – Carroll County Sheriff Dale Williams and Carrollton Police Chief Ron Yeager were pleased to learn Tuesday that the county was rated by a magazine as the No. 1 rural county in the U.S. for having the lowest crime rate.

Yeager said he thinks crime is down in the county, but he has seen an increase in recent months in Carrollton’s jurisdiction.

The poll, conducted and published by Progressive Farmer Magazine of Alabama, was posted on the magazine’s Web site Tuesday. The survey has been conducted since 2005 by Senior Editor Jamie Cole. The research was conducted by OnBoard LLC, and the crime criteria was based on FBI crime data during 2006.

According to Cole, the company uses 100 as the national average and determined through scoring that residents of Carroll County are 1/20 as likely to experience crime in that county as they are in any other place in the country.

Ralls County, Mo., came in at No. 2 with Tipton County, Tenn.; Edwards County, Ill.; Bibb County, Ala.; Tipton County, Ind.; Johnson County, Ill.; Shelby County, Ind.; Lincoln County, S.D.; and Madison County, Ga., rounding out the top 10.

Williams said the improvement comes from a lot of hard work and dedication not only by him but also by his staff of 40 deputies. The sheriff noted that his job and those of most of his deputies have been far more than eight-hour-a-day jobs during the last three years, but it was worth it to reach the goal of making Carroll County not only a safer place to live but also a better place.

Since taking office in 2004, Williams has concentrated on putting drug dealers out of business in the county. He is unopposed for re-election in November.

Progressive Farmer compiled lists of top 10 counties for other topics, too. The list of rural counties is based on certain criteria, including home and land prices, crime rates, environment, education, economic factors and access to health care. Counties are first ranked using a proprietary formula based on those statistics and arranged based on editorial opinion after the counties have been visited by members of the magazine staff.
