Originally it was James Elmore - The Sky Is Crying but I think you are probably talking about Stevie Ray Vaughan.
I saw Stevie Ray in Kalamazoo in Aug 1990. The next show he did was in Alpine Valley Music Theater in Troy, Wisconsin, after the show he left in a helicopter and it crashed to his death, Very Very sad, he rocked.

Hey Bob, you got me thinking..... There was this very cool video I remember Stevie doing, way back when MTV started. He played 'pipeline' with Dick Dale.

Yep - Stevie's my man. It is very, very sad. I have literally cried when I think about it.
