There are no rules set in stone right now. The post on the NSCA board pretty much expresses the direction they plan on taking...

You ain't gonna be done here! Tony isn't gonna piss anyone off here......
........I may break out here and sposor NPS myself....Tony didn't here my feelings yet (that will be in Vegas) Hell Patrick's new class last year was a cash cow for himself (it was suppost to have 40 + cars  ) Don't get in a ruffle here. I'll go slap um around in person. I don't say much when it comes to rule changes(but Tony always ask me) with this I'll unload on the both of them at SEMA....You will see its mostly Patrick...Tony's just listening

Patrick is flying the trial balloon.....He is still eating crap with Tony on the give Procar money class.....I don't argue much......but when I do have an opinion they listen and I get what I want.....'cause for the biggest reason they know that I am %100 in favor of Racers/Fans and stupid ideas don't fly with me. I also have a horse in this race (it won't be done to start the season...I have to finish the Vette for the supercar thing...and the 442 to kick Mark Walter's butt and Horse Power TV's Chevelle entry HUSH HUSH on that News) If I had to get it done for NoProblem my wife would put me out...then I'd be sleepin in it.
