• The tax revenue lost over 3 years would be more than $156 billion

Thank you for taking the time to contact me about government loans to
the Big Three auto companies. I appreciate knowing your concerns.



The auto industry is vital to Michigan's economy. General Motors, Ford
and Chrysler account for roughly 65 percent of U.S. auto production and
support millions of jobs across all 50 states. According to a recent
report released by the Center for Automotive Research, the failure of
even one U.S. automaker would mean the loss of millions of jobs and cost
our economy hundreds of billions of dollars in lost wages and local and
state tax revenues. Michigan is already suffering from one of the
highest unemployment rates in the nation. If Michigan loses the auto
industry, the state could face mass worker dislocation and a near total
erosion of its tax base as a result. The consequences to local
communities, our state government, and our country would be devastating.
I signed a letter, along with all of Michigan's Members of Congress and
Senators, asking the House and Senate to provide financial assistance to
the U.S. automotive industry before the end of the year. Assistance from
the federal government is critical to protecting the millions of jobs
supported by the U.S. automotive industry, as well as the U.S. economy,
which is suffering from a widespread economic crisis that extends well
beyond the vital automotive sector.



On November 18 and 19, the House and Senate held separate hearings where
the auto industry executives, union leaders and others testified. Many
ideas and concerns were raised but the Senate was unable to reach an
agreement to help the auto companies. However, leaders of the House and
Senate have asked the auto company executives to submit plans to
Congress by December 2, 2008, describing how the companies will
transform themselves into viable competitors, if granted federal loans.
If these plans are submitted, it is likely that Congress will consider
their proposals in December.

I have led our efforts in the Senate to help the Big Three. In
September, the Senate passed a retooling program to provide auto
manufacturers with $25 billion in loans to modernize aging plants. This
program, which was signed into law, will help automakers begin building
the next generation of fuel-efficient vehicles.



Our automakers have been working hard to restructure their businesses to
meet the manufacturing needs of the 21st Century. Their employees have
sacrificed with job losses and cuts to pay and benefits. We are seeing
the generation that created the middle class give up retirement benefits
for the survival of the companies they worked for so long to support.
Unfortunately, this global economic crisis comes at the worst possible
moment for the Big Three, which is why the federal government needs to
step in and help.



I am fighting in Congress to give the automakers access to an additional
$25 billion in loans out of the $700 billion financial rescue package
passed earlier this year. This bridge loan is only a small fraction of
the amount we're giving to Wall Street, but investing it in the
automotive industry would protect our manufacturing economy and millions
of American jobs.



The American automotive industry helped create the middle class. We
cannot allow these companies to fail. One out of every ten jobs in our
country is auto-related. The loss of the Big Three would cost at least
2.5 million jobs, devastating not only the people of Michigan, but the
entire country. With the loss of these jobs, even more families will
struggle to pay the mortgages on their homes or to make everyday
purchases, expanding the current economic crisis to levels we can hardly
imagine.



Know that I will continue to do everything I can to support the domestic
automakers and American workers through this economic crisis. We cannot
allow the country to be dependent on foreign technology when the
creativity and innovation is right here in the United States.

Last week . . .



. . after a minority in the Senate blocked passage of bridge loans for
the automotive industry, I called on the administration to step up and
save the manufacturing base in our country. I am pleased that they have
taken action to provide the necessary bridge-loan to help our automakers
through this global credit crisis, and preserve jobs here at home.



While today's actions may not be perfect, and come later than I had
hoped, this investment will ensure that our domestic automakers will
stay solvent into the new year. Unfortunately, the administration's plan
also calls for unfair, punitive conditions placed on the backs of
workers - who have already made major concessions.



I look forward to working with President-elect Obama and the new
administration to ensure the viable future of our domestic automobile
industry and to develop a 21st century manufacturing policy that will
invest in good-paying, middle-class jobs. I will also work with him and
my colleagues in the Senate and House to make this a better package that
is fair to all parties involved, including middle-class workers.
